Are Agent Cleary And The Department of Damage Control Forming The Young Avengers in Ms. Marvel Episode 1?

In the post-credits scene of Ms. Marvel Episode 1, there is a familiar face in the MCU marking his comeback: Agent Cleary, played by Arian Moayed, from the Department of Damage Control, the same one that apprehended Peter Parker in Spider-Man: No Way Home after his identity was revealed by Mysterio.

The Department of Damage Control gets a video of Kamala with her powers during the AvengersCon and while Agent Cleary dismisses it at first, calling her a teenager who cosplays with a lot of time in her hands, upon seeing the video, he thought it best to bring her in since her powers are unusual.

Agent Cleary’s intentions are not like his name, it remains unknown what he wants to do with powered individuals like Peter Parker and Kamala Khan. In Spider-Man: No Way Home, he mentioned to Peter that Nick Fury was away from Earth which hints that he might have an idea that the Nick Fury that Peter saw in Far From Home could be a Skrull.

With the absence of Nick Fury on Earth, could it be that it is Agent Cleary who is assembling a new team of heroes, the Young Avengers? With bringing Kamala in, it does not necessarily mean that she is in some kind of trouble but the idea of the Department of Damage Control taking an interest in powered individuals shows that they are up to something.

Given that Agent Cleary knows a handful of information on Nick Fury, could it be that they used to work together in some kind of New Avengers Initiative? It should be worth noting that the Sokovia Accords remain in force which could also be another reason why the Department of Damage Control is seeking people with powers like Kamala.
