The Time Variance Authority is shrouded in intrigue and mystery in the Loki series, and one question fans have been itching to get answered is who is actually behind the TVA. Who runs the systems to keep the Sacred Timeline safe?

Who Runs the Time Variance Authority in Loki?
There are various candidates as to who is really behind the creation and functions of the Time Variance Authority.
Whoever that might be is definitely one with so much power to have hatched a plan so grand, that it spans across time and space itself, and "for all time, always" has been really thought through that their agents are all variants as well.
Is Miss Minutes behind the TVA?
Miss Minutes has been an adorable character and she looks harmless and fine in her appearances.
However, most of the time, it is the quiet ones or the least usual which cause the biggest troubles. But why suspect her? Here are the reasons.
First, she is basically the one to introduce the whole backstory of the TVA. That's much to fabricate and she delivered it all convincingly.
Second, it may or may not be connected to Marvel at all but it seems to be, she has an account on Twitter that shows her sketchy tweets especially one which says she said she would burn everything to the ground once she escapes the TVA in Nordic runes.
While that seems to show that she is a prisoner, Miss Minutes may really be the one manning the wheel.
She can exist in both holograms and computers and as much as we have seen at the TVA, people work behind the screens. Could she be controlling all of it?
Is Another Loki Variant behind the TVA?
This one is quite possible considering that this version of Loki aims to be the superior one and therefore, he creates the TVA to eliminate all those of his kind.
It is such an elaborate plan but it could make sense considering that Loki is definitely narcissistic and power-hungry. It also justifies the time-hopping scheme and the Time-Keepers are basically androids.

Is Kang the Conqueror behind the TVA?
This has been one of the earliest theories that have been buzzing around just before the show officially went into production.
The casting of Lovecraft Country's Jonathan Majors as Kang the Conqueror was a questionable move considering that the big bad became the main villain in Ant-Man and the Wasp: Quantumania, pretty much hinting at the possibility he's got something to do with the TVA's existence.
See, in the comics, Kang is heavily connected to Ravonna Renslayer, and with her being a judge in the series, it's not far that this theory may actually be true.
But for what purpose, that is something beyond what we saw.
As it turned out, it has been Kang the Conqueror pulling the strings, but not in the way you think. It's actually one of his easygoing variants, He Who Remains, controlling the reins.
