It is yet to be revealed but what is sure is that Eleven opened a gate through the Upside Down when she fought One while at the Hawkins National Laboratory in 1979 out of anger after One killed everyone at the facility.
Did Vecna/One Create The Upside Down in Stranger Things Season 4 Volume 2?
Highly unlikely, One arrived at the Upside Down when it was just a void of darkness with monsters lurking throughout. What One did was to improve these creatures into being his pawns, even improving the Mind Flayer from being a mere cloud to a spider-like giant.
Who Created The Upside Down in Stranger Things Season 4 Volume 2?
To date, no one is sure yet who really created the Upside Down or if it co-existed with the world above from the beginning. One arrived in it when it looked like a barren wasteland but he improved it, that means he is not the creator. Eleven just opened the gates to it.
Thankfully, it is a topic that will be dealt with in the upcoming Stranger Things Season 5. In an interview with Variety, the creators of Stranger Things, the Duffer Brothers teased that the fifth installment of the show will be about the Upside Down's origins.
Matt Duffer shared, “The only thing that we don’t fully delve into in Volume 2 is Upside Down.” Matt added, “A lot of people are seeking to know the answers for Upside Down, it is really what the basis of Season 5 is about."
