Since the finale of Season 3, Eleven cannot get ahold of her powers as if she lost them after the Battle at Starcourt. After an unfortunate event in California where she got bullied by her classmates in the middle of a skate rink, she was taken into custody by the law and later by Dr. Owens to get her abilities back and even better, stronger, in Stranger Things Season 4 Vol. 1.
What is the Nina Project in Stranger Things Season 4 Vol. 1?
Stranger Things Season 4 Vol. 1 showed how Eleven gets bullied by her classmates in school. She pretends to Mike that she is doing well when she is actually suffering from alienation. The only friend she has in California is Will. In one instance, Eleven tried to use her powers against a bully only to realize that her powers are not back yet.
Getting too much of the bullying, Eleven finally had it when the bullies made fun of her while at the skate rink with Will and Mike. She was put to the center and was humiliated, so much that it prompted her to take a skate and use it to punch the bully’s face which resulted in a concussion and possibly a broken nose.
When Dr. Owens was alarmed that a government agency was looking for Eleven, he acted immediately and he took Eleven from the police before the other authorities got to her. He opened to Eleven how she could get her powers back and this time, amplified, stronger than it was before. Eleven agreed and they went to a top-secret location.

It turns out Dr. Owens planned when such a day would come should Eleven lose her powers, they had a way to get her abilities back and along with Dr. Brenner, they call it the Nina Project. It is a tank hidden underground at a top secret location which allows Eleven to walk through the past and relive her memories.
Something like a time travel, Dr. Brenner plays videos of Eleven’s past, the time when she was still at the Hawkins National Laboratory among other patients. There, she learned of the memories, a way to rewire her brain into finding out how to use her powers once more. Her abilities were just dormant and they were hoping that making Eleven remember would amplify her powers once they come back.
It is expected that the Nina Project would be successful by the time Volume 2 arrives, in time for Eleven to fight back someone from her past, a person who she defeated before, who is now preying on her friends at Hawkins.
With Vecna becoming a looming threat to the town in Stranger Things Season 4 Vol. 1, Eleven remains to be humanity’s last hope, the last straw her friends have. Will she get to them in time or will she be too late to save them?
