When Marvel Legacy was announced, the publisher promised that beloved characters would be going back to their roots. Thus far, a few characters have done just that: Captain America is rediscovering America by himself, Deadpool became more villainous and is trying to kill Cable, and Spider-Man has started working for the Daily Bugle again. Marvel has also set up returns for the original versions of Iron Man, Thor, and Hulk.
It looks like Hawkeye will be next, as a set of variant covers for Avengers: No Surrender has shown the hot-tempered archer in a costume that resembles his classic look.

Some might be quick to point out that these are connecting variant covers and they don't always reveal what will happen in events. The counter-argument is that each character in the image is in their modern outfit but only Hawkeye is wearing his classic uniform or at least something that's similar to it.
Time travel is also an element, as seen in the regular covers by Mark Brooks, so that could be why we see a classic-ish version of Clint Barton. Then again, we only see this version of the character in Nick Bradshaw's connecting variants, with everyone else in their modern attires.

Also, Hawkeye is near Hulk's fist, so that's not going to end well.
Hawkeye was given a costume change around the same time Marvel's The Avengers was about to be shown in theaters. It looked similar to his movie counterparts but was purple and it didn't really garner much of a reaction. No one was particularly angry about it, nor were there people loving it. Matt Fraction and David Aja's acclaimed Hawkeye series was released soon after, which made the avenging archer more popular than ever, even without his old costume.
Avengers: No Surrender starts early next year with January's Avengers #675. The title will be going weekly for this event.
