Episode 7 of Marvel's What If..? took a new turn in the canon series as it gave us something different from the other runs of the show, and no, it's not because there is an ending to the story because that was one already given to us by the Doctor Strange one in Episode 4, it is because in this one, it was all fun and games, and mostly, no one died. However, who stopped the partying of Thor on Earth?

Who Stopped the Partying of Thor on Earth in Marvel's What If..? Episode 7?
Marvel's What If..? Episode 7, What If... Thor Was An Only Child?, showed that Thor did not face the same problem as that of the original one when Odin sent him to Earth and stripped him off of the powers of the Mjolnir, instead, Thor seems to have an addiction that a lot of people can't stop – excessive partying.
Thor is a fun guy considering he grew up alone, looking like a spoiled brat with no brother to annoy him and turn from a snake to his original form. Thor did not get the chance to do "get help" because he was an only child. He leaned onto his friends, the Warriors Three and Sif and they visit other realms to do what they love most – partying.
Still, Loki became Thor's friend, his "brother from another mother" as they put it. Also, here, Loki is a frost giant. They party like it's the end of the world and they even went country-hopping for it to experience all the best parties Earth has to offer.

When SHIELD was alerted, headed by acting director Maria Hill with Crossbones as her right hand, they call on their most powerful shot, Captain Marvel, expecting she could put an end to Thor's mischiefs on Earth. She battled it out with him though, but afraid she could decimate a whole time if she fully uses her powers, avoiding collateral damage in general.
It was Jane who figured out who could stop Thor. When Jane went to Asgard to report to Frigga what Thor is doing on Earth, Frigga used Dark Magic to make an illusion of herself in front of Thor and warned him that she will be coming to Midgard to check on him and cutting her trip with her girlfriends short because of it.
Frigga stopped Thor's partying and he finally unveiled one characteristic no one expected – Thor is a momma's boy!
This made him panic and even become a party pooper but when all the partygoers learned that an angry Frigga is coming to Earth, all of them did their share in cleaning up the mess they made of Earth that even the Leaning Tower of Pisa isn't leaning anymore.
Everyone cooperated with Thor and even pretended to be students of Thor in their cultural exchange and they even got Captain Marvel in the gig as well, she gave Thor a tablet full of things about Earth. However, when they thought they cleaned everything up, Thor summons the Mjolnir and gave it all away.
Frigga is one hell of a mom that she could make Thor shiver upon hearing "I'm cutting my trip short" meaning she'll check in on him personally.
