The Falcon and The Winter Soldier Episode 1 seems to have established all the required backstories which would be related as to how the canon series would pan through and including in the introductory phase comes the introduction of new characters. But this one is no ordinary character as he is as much a surprise as to the fans.
The Falcon and The Winter Soldier is brought by Marvel through Disney+ where the series is a rated 16+ one. The Falcon and The Winter Soldier would be releasing all six episodes of the series on a weekly basis, every Friday, at 3 AM. The series can also be streamed in 4k.
The Falcon and The Winter Soldier is set after the events of Avengers: Endgame with the "Blip" with everyone is still trying to get back on their feet in ways that they know of. The plot of the series will follow Sam and Bucky in their life beyond being heroes and how they will deal with the underlying question of who takes on the mantle of Captain America and carry on the legacy the shield brings.

Except there is already a new Captain America as announced by the government at the end of Episode 1.
The first episode is titled "New World Order" where the hopes of everyone are down, still in the stage where all is recovering from the blip. In the first half of the episode, Sam donated the shield to the government to be added to the museum where all the memorabilia of Captain America is. He indicated that the shield belongs to Captain America always.
The new addition to the various characters introduced in the series premiere is Wyatt Russel's John Walker also known as the Super Patriot, who US Agent and the government's replacement to Captain America.
He was supposed to be carrying the symbol of what the shield stands for freedom, willpower, choice, and power. As shown in the episode's close, the government puts him on the pedestal to fill in the shoes of Captain America despite being one who is foreign to the OG wielder of the shield, Steve Rogers.
Sam seems to be upset with the announcement, looking like he regrets giving up the shield and letting Steve down. As his best friend, there is some sentiment as to why Steve chose him to be the wielder of the shield.
In the opening sequence of the series, his conversation with Steve Rogers while passing him down the shield is reverberating in the background as Steve asks him how he feels about the shield and how Sam replied he feels like the shield belongs to someone else. Steve tells him that it belongs to him.
In the comics, Super Patriot is an antihero, a hero, and a villain. When Walker was on the quest of trying to be the new Captain America as the symbol of the nation, staged situations were put in place just to prove himself a hero. When he faced Cap, Walker walked away in victory.
However, doors are not ultimately closed on him as Walker did some good in the comics as well in being part of other organizations in the Marvel Comics like Force Works and STARS. In the series, it is possible that he could either be a villain or a hero, depending on how he would deal with Bucky and Sam, how he would use the shield if it would be for the common good or not.
The ambiguity of his character poses more excitement on the upcoming series as it is an interesting choice for Marvel to spice up their marketing strategy and keep leading the viewers to more questions to build up the hype for the whole show.
The first episode of The Falcon and The Winter Soldier establishes all important points that the series would be needed in order to lay out all the necessary story arcs that the series will be taking on, including the involvement of the new Captain America of the government.
It is expected that the series will be answering all the questions laid out in episode one through the remaining episodes. Would the government's Captain America be the new one? How would Bucky take this along with his journey of recovering from PTSD? Most of all, how would Sam reconcile this and make things right?
