There are a lot of characters introduced and brought back in Star Wars: Andor and in Episode 11, it may have introduced another member of Saw Gerrera's Partisans after Cassian encounters them while escaping Narkina 5 but who is Cycyed Ock in the first place?
Who is Cycyed Ock in Star Wars: Andor?
The Star Wars franchise has a ton of characters throughout the long history of the galaxy far, far away, and Star Wars: Andor may have secretly introduced another member of Saw Gerrera's Partisans in Episode 11 with Cycyed Ock.
During Cassian's near-impossible escape at Narkina 5 with another prisoner, Ruescott Melshi, both Cassian and Ruescott were captured by two Keredian aliens, one of which is Cycyed Ock. However, in the credits, the alien is named as Dewi Pamular, which is quite interesting.
Even if he wanted to kill or sell Cassian and Ruescott, Cassian found a way around the situation as he showed his disdain for the Empire, something common between them and the Keredian aliens. Thus, Cycyed Ock even gave them a ride going to Niamos and helps Andor get his belongings back.
What makes Cycyed Ock recognizable is the cyber-optic wire that is attached to him and connected to his brain which gives him a sharper vision than all others. The same cybernetic grants him the ability to analyze the deposits of kyber crystals.

In Rogue One: A Star Wars Story, Cycyed Ock is a member of the Partisans of Saw Gerrera and is one of those who remained after the destruction of Jedha.
This just goes to show how connected everything is in the Star Wars franchise, and some characters already met somehow at one point before seeing each other again at another time.
See, Star Wars: Andor is set to go full circle with Rogue One: A Star Wars Story as it goes to the end of Season 2 as teased by the showrunners but it is just a wonder how they featured Cycyed Ock in Episode 11 of the series then have him with the Partisans of Saw Gerrera in Rogue One.
