The ending of Chainsaw Man Part 1 saves the world from a particularly dangerous and twisted Devil; the Control Devil, embodied by Makima. But Part 2 introduces a new threat; the War Devil, also known as Yoru. But which is a more threatening villain? Is the War Devil stronger than Makima?

What Are Makima's Powers?
To better understand if Makima, aka the Control Devil, is stronger than the War Devil, one would have to compare and contrast their powers.
Makima exhibits all the powers shared by all Devils, including the ability to forge contracts with humans whom she employs in her service.
She even has a contract with the Japanese government, which allows her to do activities throughout the Public Safety Arc.
Apart from her regular Devil abilities, what makes her truly horrifying is her power of coercion, which only grows as she becomes more and more feared by all.
Even before Makima is revealed to be the Control Devil, there's a lot of sinister foreshadowing.
Throughout the manga, she was killed multiple times but always regenerates.
Later, we find out that when she suffers deadly damage, her affliction is transferred to a random citizen, allowing her to go unharmed.
While her coercion and domination powers are by far the most interesting, this doesn't mean that Makima lacks physical strength.
Although she will usually send others to do her dirty job for her, she's more than capable of hand-to-hand combat without help from her subordinates.
And this is not all; Makima also has extraordinary senses, including a keen sense of smell that allowed her to understand from the very beginning that Denji is a Hybrid.
Makima is only defeated when Denji literally eats her, at which point the Control Devil is reincarnated as a young girl named Nayuta whose exact powers are still unknown.

What Are the War Devil's Powers?
The War Devil is very strong, with the ability to turn anything into a weapon.
In Chapter 108 of the manga, Asa Mitaka, whose body was taken over by the War Devil after their contract, was able to make a sword out of her school uniform.
This is a terrifying ability that we will surely see explored further in later parts of Chainsaw Man Part 2.
Apart from that, Yoru possesses speed, physical prowess, and enhanced strength, as well as the ability to fight with swords.
Is the War Devil Stronger Than Makima in Chainsaw Man?
By the time the War Devil is introduced, Makima is already gone, so we might never see a confrontation between the two unless it's in flashbacks.
Both Makima/the Control Devil and Yoru/the War Devil are among the Four Horsemen who are unique and very powerful Devils, the other two being the Hunger Devil and the Death Devil.
It's hard to predict how a fight between the War Devil and Makima would go.
The War Devil is extremely strong, and would probably not be easily intimidated even by someone like Makima.
It is not known if Makima's coercion would work on Yoru, or if their mutual status as Four Horsemen would make Yoru immune to Makima's control.
During Yoru's fight with the Justice Devil, the former had a hard time attacking due to the latter's mind-reading ability, suggesting that normal attacks (and thus, too, Makima's coercion) would probably work on Yoru.
Of course, even if Makima tried to control Yoru, this is not to say that Yoru wouldn't still be capable of causing Makima serious harm.
But of course, Makima has the infinite ability to regenerate so we expect that any fight between them would be an endless circle.
In her present state, Yoru has taken over Mitaka''s body, making her a Fiend, but she has left half of Mitaka's brain intact. Therefore, Mitaka appears normal and only has scars on her face when Yoru takes over.
The Fiend state is weaker than that of a regular Devil so we would assume that Makima is stronger than Yoru, though since they've never fought, we can't know for sure.
