Does Chloe Return to Life in The Kingdoms of Ruin?
No, Chloe does not come back in The Kingdoms of Ruin. This is because Adonis chooses to resurrect Doroka instead of his beloved mentor.
Before her death, Doroka reveals to Adonis that the witches were planning to resurrect Chloe and that they needed him to do so.
However, she warns him that once Chloe comes back to life, the witches plan on using her for their own ends. So, she tells Adonis to take Chloe and get as far away from the witches as possible.
During the ceremony to bring Chloe back to life, Adonis realizes that the world is too awful for someone good like her. He does not want to let Chloe suffer again, so he decides not to resurrect her.
He then interrupts the spell and brings back Doroka instead. The choice to resurrect Doroka also comes from the fact that he did not want to be in debt to anyone.
Since Doroka saved him at Redia, Adonis decides to return the favor by resurrecting her.

Is There Still a Chance for Chloe to Come Back in The Kingdoms of Ruin?
It is unlikely that Chloe can come back. After Adonis resurrects Doroka, the Kingdom of Witches gets attacked by the humans.
During the attack, Mito, the tree that gives life to witches, was destroyed.
That was the very last tree since all the other trees that give life to witches were already burned to the ground by the humans. With no more tree of life, Chloe could no longer be resurrected.
However, considering that the manga is still ongoing, there might be a chance for Chloe to come back in the future.
The Kingdoms of Ruin already has a lot of plot twists so far, so maybe Chloe’s resurrection will be another one.
