Titles and riches mean nothing at Weston College, where all students, including Ciel Phantomhive, adhere to tradition and discipline.

This is consistent with the school's objective of developing true English gentlemen among its students.

All noble families, close and far from the banks of the Thames, pay extravagant sums to give their boys the status that only the school can provide.

At Weston College, however, the headmaster makes the final decisions. His decisions are regarded as the highest law, and prefects (Prefect Four) like Gregory Violet are responsible for controlling the student body.

Unfortunately for Ciel, only the prefects are permitted to meet with the headmaster by scheduling appointments. He occasionally hosts "midnight tea parties" for the Prefect Four and their handpicked drudges.

In general, the headmaster is the undisputed authority at Weston College.

What Is the Real Identity of the Headmaster in Black Butler: Public School Arc?

As the plot progresses in Black Butler: Public School Arc, Ciel and Sebastian will discover that the true identity of the headmaster responsible for the disappearance of students, particularly Derrick Arden, and manipulating the Prefect 4 is none other than the Undertaker.

The Undertaker not only transformed Derrick Arden into a bizarre doll that preys on human souls, but he also assumed the position of headmaster at Weston College. He merely instructs the vice headmaster, Johann Agares, to represent him in front of the students.

When Will the Headmaster Appear in Black Butler: Public School Arc?

It is expected that the headmaster, aka the Undertaker, will eventually appear by the end of the Black Butler: Public School Arc anime.

Ciel and Sebastian will also reveal their true identities to the Prefect 4, but they will not be able to capture the Undertaker based on the events of the manga.
