In the third episode of Metallic Rouge, Naomi and Rouge discuss their next target from the Immortal Nine, Phantom Verde, who is reportedly hiding in a Nean settlement.

After a minor misunderstanding, the two girls debate on the idea of free will. Rouge insists that she freely chooses to fight while Naomi thinks that, to be an agent, one must relinquish their freedom and follow orders.

Rouge meets Doctor Afdal, an acquaintance from the bus she boarded in the previous episode.

She follows him to the Nean settlement, where she observes the bad living conditions of many Neans.

In the settlement, Rouge is welcomed by the Council of Free Neans led by Juval, a child Nean who has been used by different childless couples as a surrogate son.

The Council, who knows Rouge's identity as the strong Metallic Rouge, wants her help as she isn't bound by the Asimov code.

This code is ingrained in all Neans in the settlement, making them physically incapable of hurting a human and thus ensuring their subservience.

Since Rouge doesn't have the code in her build, she's able to co-exist with humans as an equal, which is why Juval wants to make her a symbol of hope for the Council which advocates for Nean rights.

However, we've seen that the settlement was well-guarded, so this isn't too likely.

Fans agree that Juval's death will cause a stir. We wouldn't put it beyond a Nean with more extreme opinions ā€” perhaps even one of the Immortal Nine ā€” to have killed him to motivate other Neans to fight.
