It turns out that Ultra Instinct is more sophisticated than what the manga previously showed us. The powerful form has varying levels of how Ultra Instinct is used, and the power source isn't the same for all. Right now, Goku is using Ultra Instinct in the most inefficient way, and Whis is training him to do much better.

According to the Chapter 71 panels shared by Todd Blankenship on Twitter, Whis asks Goku the biggest difference between him and the angels. Goku asks, "A halo?", but Whis says, "No, it's how angels are always in the Ultra Instinct state. Goku shouldn't need to transform to do it." The translations went on to say that Whis tells Goku that if his heart/mind were stable, his body could move on its own regardless of his form, and if Goku can manage Ultra Instinct in his regular state, it'll fix his stamina issue. Then he can save the transformed version of UI as the last resort.
