The user claims that Palpatine saw Darth Vader's death, the Death Star II explosion, Luke's Jedi, as well as the birth of Rey and Ben.
If this were true, knowing Palpatine, he won't just stand idly by. Since he saw a glimpse of the future, he decided to change this future for his benefit. He went on to re-emerging sometime after Rey was already born, and he sees to it that this will all go down according to his plans.
Fans can't help but question the emperor's return, seeing that it's hard to come up with a good story for his return to actually make sense. Although, none of these rumors have been confirmed so we advise you to take these with a grain of salt.
