"Philo", an Inspector of the Burgue Constabulary, investigating a dark conspiracy at the heart of the city filled with mythological immigrant creatures whose exotic homelands were invaded by the empires of men. In the Season 1 finale, the government ordered a segregation plan to divide the magical creatures from the rest of the people. Knowing that Vignette would be separated from him, Philo confronted that he too is half magical creature so he decided to join her in the ghetto.
