Under the 80-20 Ruling Pact, the weaker party becomes a subordinate while retaining their free will.

We know that he is particularly close to Mio, Shiki, Tomoe, and Tamaki. But since the light novel is still ongoing, it is difficult to say who Makoto will end up with in Tsukimichi.
But so far in the light novel, Makoto is in love with Mio and Tomoe. In the beginning, Makoto was a bit creeped out by Mio.
