This is an expected number for a single-cour anime, as most new titles feature between 12 and 13 episodes. Though, of course, there are always a few exceptions.
So, what does this indicate about potential additional content? At this time, it is hard to tell.
Tomo-chan Is a Girl! is based on a four-panel manga that focuses on everyday life rather than an overtly complex plot.
Given that it's based on a completed manga with only eight volumes, it might be hard to glean enough material for a future second season.
Plus, given the simple slice-of-life structure of such a story, too many more episodes could cause the anime to drag too long.
