Reeves stated that the idea of the story was having this deep corruption and have a depth of story, with the inner workings of the city. The director mentioned that the series is set in Batman Year One. There will be a masked vigilante which will unsettle the city. The series will focus on the corruption which goes back many years. It will be told from the perspective of a crooked detective, who had a connection to the dark past of the city.

Reeves said,

"The idea for this story was Gotham [having] this depth of corruption and have a story... that goes into the inner workings of the city." He also mentioned that the series will be set in Batman Year One when the "masked vigilante…starts to unsettle the city."

Many fans assumed that the series will be inspired by the Gotham Central series of DC Comics. It will follow a group of Gotham City detectives. However, Reeves' spin-off series will not be focused on that version. The series will put more emphasis on James Gordon. The character is played by Jeffrey Wright in The Batman.
