With MCU star Jeremy Renner returning to season 3 as Mike McLusky, the new episodes have also introduced two additional characters who happen to be new to Kingstown: one of the highlights is the Mayor of Kingstown, Konstantin.

Why Konstantin Looks Familiar in Mayor of Kingstown Season 3
Konstantin is played by Dutch actor Yorick van Wageningen, who is best known for his roles in The Girl with the Dragon Tattoo (2011), The Resurrection of a Bastard (2013), and The Judgement (2021).
The 60-year-old actor won prestigious awards for playing his part in The Resurrection of a Bastard and Judgement, namely: Best Actor at Austin's Fantastic Fest, Best Supporting Actor Award at Seattle Film Festival, and Best Supporting Role in 2021's Netherlands Film Festival.
He has also previously starred in various TV shows such as Spijkerhoek, Frenchman's Creek, and Zonder Ernst in the 90s. In recent years, he portrayed the role of King Favian in The Letter For the King, Pierre Heijboer in Rampvlucht, and quite recently, the sinister Konstantin in Mayor of Kingstown season 3.

Russian Mobster Konstantin is the New Villain of the Series
Mayor of Kingstown season 3 episode 1 titled Soldier's Heart shows Yorick van Wageningen's official debut in the series as the new Russian mobster Konstantin, who was behind the death of Milo (played by Aidan Gillen).
The premiere had not only added Konstantin to the roster of the series but also confirmed that he was behind the presumed death of Milo from season 2's boat bombing finale.
Konstantin is a man who shows no fear in taking what he wants when he wants it done. In this case, he killed Tatiana (Graciela Brancusi) as he surmised if she could betray Milo, what could stop her from doing the same thing to him? Keeping her around would only risk his business.
The arrival of Konstantin would only do more harm than good as episode 1 is likely just the beginning of his potential killing spree upon arriving on the show.
