While Rhaenyra's son indeed conjured up the plan to gather more illegitimate Targaryen children as their Dragonriders, Jacaerys has a warning about letting Dragonseeds on board with their plan.
Here's why he doesn't want to involve Dragonseeds, despite his initial proposal.

Jacaerys is NOT On Board With His Mother's Plans
After Rhaenys Targaryen fell to her unfortunate death, it was clear that the Black faction was nearly hitting a dead end on how their unmounted dragons could be used in the upcoming war.
However, Rhaenyra's bastard son, Jacaerys, suggested that they search among the Kingdom for nobles who may possess at least a small amount of Targaryen blood who could tame the dragons for themselves.
However, Rhaenyra had seemingly caught a different plan in mind: hiring bastards or Dragonseeds, aka illegitimate Targaryen children, to be considered as riders on the Black faction's side.
Despite the brilliancy behind the plan, especially with how Addam of Hull's fate turned, House of the Dragon season 2 episode 7 titled The Red Sowing also introduces a grim future for the Targaryens, as Jacaerys warned them.

Why Can't Dragonseeds Ride Dragons With Targaryens in House of the Dragon?
Keep in mind that the Targaryens being the sole owners and 'tamers' of dragons is considered a myth, as Rhaenyra's father told him in the premiere of season 1.
The only thing that lifts Targaryens from other mortals is the facade that only their blood can mount the beasts by their blood, which is exactly what Jacaerys is reminding his mother of.
Jacaerys argues that while all three dragons now have their own riders, there comes a warning that if Rhaenyra keeps letting any Targaryen bastard 'claim' a dragon, the new riders could potentially be the very challenge at his chance of owning the Iron Throne.
Granted, Jacaerys is no legitimate son of Rhaenyra, either, but this warning also means that letting any illegitimate Targaryen bastard train with dragons means outsiders can commit a similar strategy to keep their dragon-riding ability running in their family.
What happens to the Targaryens, then? All claims to royalty would then bear fruitless and void in the eyes of the Seven Kingdoms.
They could even lose their reputation in the history books, as King Viserys and the Kings before him feared long, long ago.
