Let's put an end to the question of whether Madelyne Pryor is human or not. First of all, she's a clone created by Mister Sinister with Jean Grey's genetics.

Mister Sinister believed that Jean and Scott Summers' genetic makeup would produce a superior mutant, one that would be able to defeat Apocalypse.

But when he created Madelyne, she did not develop mutant abilities upon hitting puberty. This led to the villain setting aside Madelyne in her incubation tube. He even considered her as a failed experiment.

When the Dark Phoenix died on the moon, the Phoenix intended to return Jean's soul to her body. As the exact genetic clone of its host, the Phoenix Force found its way to Madelyne. It also gave her some of Jean's memories.

With her awakening, Mister Sinister became interested in Madelyne once again.

He played matchmaker to make sure that she would meet Scott Summers once again. When they found her, the X-Men believed she was Jean Grey.

But after it was revealed that she was a clone all along and that the real Jean Grey was alive, Scott left her alone with their baby. She was also abandoned by their friends.

So, no, Madelyne wasn't really a villain. She was used by Mister Sinister to become a replica of Jean Grey. This led her to commit suicide.

After her death, Madelyne allied with a demon called S'ym to become the villain, Goblin Queen.

Considering she is a clone, she shares the same genetic makeup as Jean Grey. This includes her host's telepathic and telekinetic powers.

But unlike Jean Grey, Madelyne's powers never developed. This is why Mister Sinister originally junked her. It was only when the Phoenix Force died that her powers awakened.
