What's up with the Donna Donkey Trotter Trio doll in NCIS: Origins episode 4?

What is the Donna Donkey For in NCIS: Origins?
NCIS: Origins episode 4 titled All's Not Lost shows NIS Agent Leroy Jethro Gibbs moving one step closer to accepting the loss of his family.
Trotter Trio dolls, or any dolls for that matter, have significance in shaping kids' lives. While Lala is convinced that providing Mildred or 'Millie' with any of the dolls is already worth the shot, she is sorely mistaken.
The Donna Donkey doll was supposed to be a form of bribe to get the former missing girl Millie to talk and hopefully help the NIS Agents identify the killer on the loose.
It wasn't until Gibbs was let in on the scene that he realized what was missing.
Episode 4 Gave Gibbs the Chance to Move Forward From His Family's Tragedy
Even though Frank had to pry Gibbs away from the sensitive case, Gibbs insisted that he be given the chance. Considering that he was once a father, he believed he was capable of talking to Mildred or 'Millie' himself.
Frank's decision to let him surprisingly worked. If anything, it also pushed the case forward despite their setbacks.
Instead of the Donna Donkey doll, which, as Gibbs picked up from Millie, was not to her taste, he gives away her daughter Kelly's favorite Trotter Trio doll, Harlo Horse.
"That's Harlo Horse," Gibbs tells Millie, echoing the same words Kelly said about it, "She has special powers. She's the only one that glows. That's why she's always sold out."
The moment spotlights one of the earliest decisions Gibbs had to make. A sacrifice, in a way, that he had to give up precious memorabilia of his daughter to make another kid happy.
He proved Frank wrong by being able to handle the missing child case, all the while not compromising the case.
