10. Re: Zero − Starting Life in Another World
Although Subaru doesn't travel to the past, he gets transported to another world where the same thing happens over and over again. He dies only to return to life to the moment he arrives in the mysterious world. It shares the same element of time with Tokyo Revengers and Subaru takes on various deadly villains like Takemichi, too.
Charlotte follows the story of pre-adolescent kids who got superpowers when the comet Charlotte passed by Earth. Yuu Otosaka gets to possess any person's body for five seconds. Following the story of Kaizaki Arata, a hopeless 27-year-old guy who is hitting rock bottom in life who found another way to correct his mistakes in the past when he met Ryo Yoake, an employee of the ReLife Research Institute where there are drugs that could transform a person to their 17-year-old self. Kaizaki uses it and restarts his life as a high school student again. The premise is quite similar to Tokyo Revengers sans the revenge plot.
Another time-traveling anime sans the vengeance plot, Orange focuses on a high-school romance wherein Takamiya Naho receives a mysterious letter from herself 10 years ahead of her current age. Initially thinking of it as a prank, Naho realizes that the contents of the letter are starting to come true. Her future self tells her to watch over Kakeru, their friend, who they lose in the future.
6. Black Lagoon
An action-packed anime with yakuza like Tokyo Revengers minus the time-traveling this time, Black Lagoon is about Rokuro Okajima whose ship he's on gets attacked by pirates. He was later kidnapped and the mercenaries turn out to be quite friendly. He then let go of being a corporate slave and joined the pirates as they travel through the South China Sea.
5. Ikebukuro West Gate Park
Ikebukuro West Gate Park is all about gangs and taking care of loved ones like in Tokyo Revengers. Makoto Majima lives his life in Ikebukuro as a troubleshooter of disputes between deadly yakuza and he is very capable of doing it, far from how the police handle it. He ends up with a dead loved one and he has to find out how to reconcile it with himself.
Another yakuza-centered anime; Rainbow is more on the emotional side of being in a gang where a group of teenagers has been transferred to the Shounan Special Reform School as they have committed crimes fit for such penitentiary facility. There, they meet Rokurouta Sakuragi, who taught them various things about life in general and how to hold on to hope and each other.
3. Shounan Bakusozoku
Gang culture with a mix of high school drama is the main serving of this anime series, very much like the past timeline in Tokyo Revengers. Those two aren't really jiving into each other but this anime beautifully portrayed the gang culture and how each member looks out for each other despite all the weirdness they have.

Yet another time travel-centered anime, Steins; Gate focuses on Rintarou Okabe, a mad scientist who focuses on futuristic gadgets used weirdly. Same as Tokyo Revengers, it also circles the concept of traveling in time to be able to save a loved one from a bad future.
Probably the closest anime to Tokyo Revengers, Erased focuses on Satoru Fujinuma who has hit rock bottom in his life carrying a childhood trauma. He gets the power of time traveling to be able to avoid accidents and even deaths, and he uses it to be able to correct his past and have a better future including saving a loved one through such power. His story is much like that of Takemichi.
