There are theories about the halos, with the primary one being that they symbolize the consciousness of the students. In the game, students who are knocked out or asleep won’t have halos.
Officially, there’s no reason given in the game to explain why the students have halos. The rules of which character has one are also unclear.
While it seems at first that only students have halos, other characters have been shown to have them as well.

In Japan, the Blue Archive anime airs weekly on TXN and BS11. Meanwhile, other countries in East and Southeast Asia can watch the show on Ani-One Asia.
Sadly, the series is not being streamed by major streaming platforms available in the US such as Crunchyroll and HIDIVE. For now, there’s no word yet on whether the show will be streamed in the US officially.
