Marvel Studios Developing a Villain-Centric Thunderbolts Movie?

A rumor has come out back in May that Marvel is developing a Thunderbolts film centered on a group of villains teaming up. We haven't gotten any significant update since then, but now a new rumor is spreading out saying that the film is indeed in development.

According to MCU Cosmic, a Thunderbolts film is "in very early development at Marvel." We don't have any further details about the series, but it's said that Marvel Studios could possibly start the franchise out as a Disney+ show before they think of films.

It's also worth noting that Thunderbolts are named after General (now Secretary) Thunderbolt Ross a.k.a. the man behind the Sokovia Accords. How great would it be if he decided to build his own "Avengers" team by assembling some villains he had in lock-up?

With villains usually being the weakest element of the Marvel films, I would love to have a movie that explores more of them in-depth. I know recently we've gotten the likes of Thanos, Vulture, and Erik Killmonger, but I would like to see the Abomination come back, or maybe more of Ghost from Ant-Man and the Wasp.

Let's also not forget how fantastic Sam Rockwell's Justin Hammer is:

It's also possible that Thunderbolts could make use of Helmut Zemo. Besides being a member of the comics, he's also set to make a comeback in The Falcon and the Winter Soldier. With Thanos and Loki gone, I wouldn't mind him being the next "big bad" for Marvel. Maybe he'll keep the seat warm until we get someone like Doctor Doom or Galactus in the films.

For now, we don't have any official updates on Thunderbolts, but if something were in development, I'm guessing it could be part of Marvel Phase 5.
