Crossbones a.k.a. Brock Rumlow has been a big part of Captain America's story, but we did see him explode himself to death in Captain America: Civil War. As it turns out, Frank Grillo (who plays Crossbones) is coming back in Avengers 4.
This was confirmed by Discussing Film on Twitter:
With some set photos confirming that there will be a flashback scene at some point in the movie, we can assume that Grillo will be making an appearance as a SHIELD agent, prior to the reveal that he's a soldier for HYDRA. I don't think Thanos would use the Inifnity Gauntlet to bring Rumlow back to life.
Though I understand Rumlow's relevance in the comics, I always felt that his presence in the movies could be a tad underwhelming. A small cameo of him in Avengers 4 would be fun though. I also really liked Garry Shandling being brought back as Senator Stern in Winter Soldier.
For now, Marvel is focused on the release of Avengers: Infinity War, but production is still ongoing for Avengers 4. Kevin Feige himself has confirmed that we won't get a title for the fourth Avengers movie until the release of the third one, so we shouldn't hold out breathes for a title reveal before the end of the year.
Avengers 4 is set for a release on May 2019, but we can catch Infinity War in theaters May 4, 2018.
